State accepts draft MAP policy

ITANAGAR, Dec 06: The draft MAP (medicinal and aromatic plants) policy for Arunachal Pradesh has been accepted in principle after a threadbare discussion in a workshop organized under the banner of Arunachal Pradesh State Medicinal Plant Board (APSMPB) at the conference hall of PCCF today.

If materialized, Arunachal Pradesh would be the first state to have legal policy on MAP sector. The draft MAP policy was presented by Environment Legal Defense Firm, Noida (ELDF).

Chairing the workshop on policy and legal review with a focus on the traditional knowledge and participatory forest management under UNDP-GoI-GEF project “Mainstreaming conservation and sustainable use of medicinal plant diversity in three Indian states, including Arunachal Pradesh”, APSMPB vice chairman Soni Degio said that attention should be given to local people’s interest while preparing such policy since ours is a tribal dominated state. The policy should be prepared keeping in mind the interest of local communities, he opined.

The meeting was attended by Dr. PR Gaujreal, Asstt. Professor, Dept. Forestry, NERIST, representative from WWF, Additional PCCF (WP), Member Secretary APSMPB, Deputy Director Horticulture, Deputy Secretary Law, among others.

 

Dwelling house gutted

ITANAGAR, Dec 06: In a major fire accident, the private residence of one Solung Tajo (Chaku) was completely razed to the ground at Abo Tani Colony, Itanagar yesterday night.

All the properties of the family worth lakhs of rupees, including local beads were burnt to ashes in the fire, informed All Tajo Wefare Association Capital Complex.

At the time of the accident, the house owner was away on duty at Sonajuli, Balizan circle. The house owner is serving as Chowkidar under department of agriculture. The reason for the fire is not yet known.

Meanwhile, All Tajo Welfare Association appealed to the district administration and the department of relief and rehabilitation to provide necessary help to the family to mitigate the suffering and sorrow of the aggrieved family.

AAPSU mourns death of college student, calls for improved law and order

ITANAGAR, Nov 06: AAPSU president Takam Tatung expressed deep shock at the mysterious death of a young student Nani Tama at Pasighat recently. Late Tama was a student of Christian College, Shillong and a native of Ziro town. His body was found buried under sand on the bank of river Siang on Dec 1 last.

Takung appealed to the East Siang district administration  and state Govt as a whole to strictly tackle the law and order situation  in order  to maintain peace and tranquility. The AAPSU president conveyed deep sense of condolence to the bereaved family  of Late Nani.

All Lower Subansiri District Youth Association (ALSDYA) today expressed deep shock and anguish over the untimely death of Nani Tama, a 19-year-old college student.

Expressing concern over the increasing rate of crimes and unlawful activities, the Association  demanded arrest of the culprits involved in the heinous crime.

 

AASSATA disappointed

ITANAGAR, Dec 06: The central executive body of AASSATA today expressed strong displeasure over the inability of education department to fulfill their demands.

Claiming that the education minister expressed his inability to fulfill the demands for one go regularization of remaining 2003 batch SSA teachers when a delegation of the AASSATA/ATA CEC members called on  him yesterday, the Association said “it is nothing but revocation of his assurance and promises made even before the formation of the High power committee.”  Withdrawal of own commitment has made the situated more complicated which will also encourage our agitating teachers for more and more vigorous and rigorous movement, the Association said. Pointing out the delay in submission of report by the high power committee, the Association further said  even the chief minister had assured to fulfill its grievances ‘as and when the committee’s report was tabled at his office. Though an early intervention was expected from him in the submission of the report, the failure to do so left ‘many questions unanswered,’ it said.

While reiterating its support the AASSATA movement, its Lower Subansiri District unit informed that the functioning of the schools in  Lower Subansiri came to a halt  due to agitation. The AASSATA district unit appealed to the state Govt to find out a acceptable solution at the earliest so as to ensure normal functioning of the schools.

 

NNA conducts education awareness prog to mark its foundation day

ITANAGAR, Dec 06: Nyishi Nyem Acham (NNA) on its 6th Foundation day organized an education awareness program at Jote Secondary School yesterday.

During the campaign, NNA advised the students to maintain discipline, respect their teachers and parents and study hard to achieve success in life. NNA also advised them to keep themselves away from immoral activities and be attentive in the classroom.

NNA also informed about the various career options which they can plan and choose as per their aptitude.

Responding to various problems like quarters without toilet, shortage of drinking water supply, lack of computer education place before it by the School Authority, the NNA requested the concerned Education Department to provide the basic essential needs of the teachers in every schools of the State for the betterment and smooth functioning of Schools, particularly Jote Secondary School.

School dedication prog

ITANAGAR, Dec 06:  Delhi Public School (DPS) here will organize the ‘school dedication programme’ and school annual day in a befitting manner on Dec 13.  Chief Minister Nabam Tuki and MPs Mukut Mithi and Takam Sanjoy have consented to grace the occasion.

DPS situated at Jollong village was established in 2006 to cater to the needs of the students of the state.   This year the school has reached the full-fledged ‘senior secondary’ level.

 

Educational and Sports meets

ITANAGAR, Dec 06: The five days Inter-Pijeriang Sports Meet organized by the youths of the areas to motivate the young generation towards sports and other co-curricular activities.

Various literary and sports activities like, essay writing competition, extempore speech and quiz competition volleyball, football are being conducted.

Attending the inaugural function, Mama Natung, social activist, said that sports not only help one physically fit but also foster unity and brotherhood. No education is complete without sport, he said, and exhorted youths to take up sports sincerely.

East Kameng DDSE Kata Rangmo informed the parents and Panchayat leaders about various sports and educational facilities and urged them to encourage their wards to avail the govt provided facilities. He also urged them to extend all cooperation to the administration in building career of the students. He urged the PRI leaders to help the authority in successful implementation of RTE Act in their area.

The closing ceremony on December 9 will be attended by Health Minister Atum Welly.

 

Jarku team lift 4TH Onyok Moyong Memorial Cricket Trophy

PASIGHAT, Dec 06: Jarku team lifted the 4th Onyok Moyong Memorial Cricket Trophy beating Mebo Cricket Club in the final at Govt D Ering HS School playground here yesterday.

The winner team received Rs.25,000 and while the runners up team was given Rs.15,000.

Man of the Match Keny Tayeng was adjudged the man of the tournament.

All the ex-officio members of ABSU and present executive members attended the match to boost up the morale of the players, informed All Bogong Students’ Union (ABSU) president Onit Tamuk.

The tournament was organized by ABSU.

In-service teachers training on ‘behavioral development’

ROING, Dec 06: A one day in-service teachers training on “behavioral development” was conducted by the Education Department of Lower Dibang Valley at Anchal Samity Hall, Roing recently sponsored by

National Hydro Power Corporation Limited (NHPC), Roing.

Attended the training, Roing ADC W Tikhak expressed his deep concerns on the role of teachers in the society and hoped that the training would bring positive outcome and help them live up to the expectations.

V K Ratan, GM, DMP Roing addressing the gathering opined for inculcating aesthetic values in the students while imparting quality education. He also highlighted motives of the project and the commitment of NHPC towards education and health sectors.

Declare Riga as HQ of proposed Siang district: DHQDC

ITANAGAR, Nov 06: District Headquarters Demanding Committee (DHQDC), Riga, East Siang district has appealed to the  state Govt to declare Riga circle as the headquarter of  the proposed Siang district.

In a memorandum addressed to the Chief Minister, the Committee hoped that the headquarter for the proposed Siang district will be established  after  considering all the feasibilities for such headquarters.

Riga circle, with availability of all the basic needs and land for future expansion of the township, is the most ideal place for proposed district headquarter, the  committee said.

 

Committee appeals for early release of contractors bills

ITANAGAR, Nov 06: Yarda Village Development Committee (YVDC) has appealed to the concern authority to release the pending bills of the contractors of the Yangte to Tali RIDF road immediately.

The committee in a release today said that the contractors are  facing financial problems as they are  deprived of their payment since 2010. Some of the contractors, who had taken loan  and invested in road, are  the worst sufferers as the interest of loan amount are soaring day by day.

The committee threatened to stop road construction activities under Yarda area if  the pending bills of the contractors are not released immediately.

 

ICAR team educates farmers on technology, climate change

ITANAGAR, Dec 06: A team from ICAR Research Complex for NEH Region, Arunachal Pradesh Centre and KVK West Siang, Basar led by Dr. R Bhagawati, Joint Director visited the farmers’ field involved under NICRA (KVK) project at Padi, Chisi and Dali villages yesterday.

The team monitored the farmers’ field as well as the other interventions carried out by the farmers and interacted with the executive members of the Village Level Climate Risk Management Committee (VLCRMC) in details about the project and suggested them to follow the codal formalities of the project.

The Joint Director suggested the farmers to follow the technologies transferred by the KVK to get the maximum benefit from the project. He also advised the farmers to be aware of the effects of climate changes with regards to production of different crops and take up the contingency plan as and when required as suggested by the concerned specialist of the KVK.

Tuki assures to enhance Corpus Fund for DPSHI

A purposeful day with differently abled children

ITANAGAR, Dec 06: They chirped, they sang, they danced, they laughed….but the others had almost moist eyes. Chief Minister Nabam Tuki was no exception.

Indeed it was a day of celebration for the lesser privileged children of Donyi Polo Schools of Hearing Impaired and Visually Impaired, but for the VVIP visitor it was an emotional one – a rarity in his hectic and busy schedule. The Chief Minister had missed to attend the ‘World Day for the Disabled’ that was observed in the school premises at Chimpu here on December 3 as he was on tour to Tawang and West Kameng districts, he offered to visit the school and spend time with the children on any other day. Thus, the visit today, but for the children and staff of the schools, it was an extension of the December 3 celebrations and they celebrated with picture-perfect dances without hearing the music and singing songs without seeing the world.

“Why are these little kids born different? Isn’t there any cure?” Tuki wondered aloud after watching a hearing impaired girl write her name on the blackboard and a visually impaired girl typing confidently on a desktop.

When Principal H Sharma explained the causes, mostly genetic, Tuki promptly suggested the Social Justice & Empowerment department to create awareness amongst the masses. He also suggested incorporating subjects in schools and colleges to create awareness on causes of such child-births. “They are born into this world differently-abled for no fault of theirs. It is our prime duty to take care of them and provide them a life we live,” he said.

Addressing the school staff, the Chief Minister advised them to take optimum care of the children. He specifically suggested regular health checks as well as safety and security of the children.

“As they are differently-abled it should be made sure that their rights are not violated. Also the school authorities must ensure their safety from hazards like accidents, fires, etc as they may not be able to react on time due to their disabilities,” he observed.

Tuki assured to enhance the Corpus Fund granted to the school, which at present is Rs 5 crore. He sought a detailed proposal from the school authorities for the same.

Walking around the newly established school for the visually impaired, Tuki admitted the need to extend the present building that also houses a hostel. He assured to grant Rs 1 crore from SPA for the same. Further, he announced to procure a bus for the school as without one, movement of the students is mostly restricted to the school campus.

As Social Justice & Empowerment Secretary Belatee Pertin and Director Tao Tebin were present on the occasion, Tuki advised them to identify scopes for procurement of funds under different schemes from the Central Government to help such charitable institutions.

“I am always there for you. I will be more than happy to be of some help to this institution and bring smiles in the life of these children. Count on me!” he offered while promising to spend time with them at least once in two-three months.

Also present on the occasion was former Chief Minister and Chairman of the Donyi Polo Mission, Gegong Apang.

Donyi-Polo Mission was founded by Apang in 1978 and registered under Society Registration Act, 1860 in 1979 becoming the second registered society after the Cooperative Society in the state.

The Donyi-Polo Mission School for the Hearing Impaired was established in 1990 with only three children from Lower Dibang Valley. Since then 56 students have passed out from the school, which offers education up to class X. Plans are afoot to upgrade the school up to class XII. Many past students are serving in various government jobs under the 3% reservation policy.

The school for visually impaired was started in 2008. It started with 6 blind students from Kurung Kumey. Today the strength has gone up to 22.

 

 

Sanjoy laments delay in land acquisition

ITANAGAR, Dec 06: Taking strong exception to inordinate delay in acquiring land by the GoAP, particularly district administrations for execution of the ambitious Trans-Arunachal Highway, Lok Sabha member Takam Sanjoy today said such unavoidable delay would have far-reaching socio-economic implications.

Though the concession agreement for the 311-km Nechipu-Hoi road via Seppa, Pakke Kesang and Sagalee was signed between the union ministry of road, transport and highways (MoRTH) and M/s Sushee-IVRCL a year ago, but the district administrations are yet to acquire the land.

Two tenders were cancelled by the MoRTH before that which had delayed the process by three years. The district administrations should have completed the handing over of land to the MoRTH for payment of compensation and transfer of land to the executing agency for beginning the work by now but alas, the MP lamented.   

The 407-km Potin-Panging road via Ziro, Raga, Daporijo, Bame, Aalo and Panging, whose concession agreement was signed between the MoRTH and M/s ECI-SREL on August 14 last is no exception either, he informed.

When the PMO is monitoring all projects under the PM’s package announced by Prime Minister Manmohan Singh on January 31, 2008, such lackadaisical attitude would serve as the greatest drag for the road project, Sanjoy reasoned. Create to connect if your care’

Appreciating that the 158-km Joram-Koloriang road in remote Kurung Kumey district bordering China has been entrusted to the BRO, he regretted that of late the performance of the BRO was not up to the mark which had prompted the GoAP to draw the attention of the Defence ministry, MoRTH and the PMO for outsourcing the expedite the road projects.

“With the GoI deciding to entrust the BRO the responsibility to build the border roads, including 340-km Balipara-Bhalukpong-Tawang road, which I inspected recently, with strategic importance, it is an opportunity for the BRO to prove its worth without any pretext for delay.”

All are aware about the importance of road in a hilly state like Arunachal Pradesh, while the border roads are much more important than any other roads in the state. I, being the Lok Sabha representative of the state from Western Parliamentary constituency, would like to reiterate my wholehearted support to the BRO for discharging its national duty with due earnest reflecting its motto “Srmane Sabrvam Sadhyam’ or “Creates, Connects, Cares”.

If the meaning of BRO in Swedish is bridge, the defence organization is best placed to create the much needed connections in the hilly border state by building all-weather roads to prove that it cares for the people, who are true sentinels of India’s Eastern Frontier, the MP added.

 

 

Bomdila declaration for peaceful co-existence’

BOMDILA, Dec 06:  The law and order problem in Bomdila was normalized with the announcement of ‘Bomdila Declaration’ followed by amicable settlement of police assault case yesterday. The police assaulters who were booked under several sections offered public apology to ASI S Thinley in a mass gathering near SP Office Bomdila. They also gave an undertaking to the District Administration.

Sajalong Elite Society President Aju Khunjuju while thanking all concerned for their matured decision announced a sum of Rs.100000 towards medical expenses for ASI S Thinley.

The Bomdila Declaration was the outcome of two days of deliberation (25th Nov and 4th Dec) initiated by West Kameng Indigenous People’s Society and participated by several NGOs, civil societies and community based organizations of the district.  An Action Committee was formed with Tsering Sonam as Chairman, Johny Miji as Member Secretary and Tsering Wange as Convenor. The President and Secretary of six indigenous community based organizations of the district are its members. All West Kameng Students Union represented by its President & Secretary and two women representatives namely Nyomba and Dorjee Lamu were also incorporated in the Action Committee.

The first major point in the ‘Bomdila Declaration’ states that two months jail term and fine of Rs.200000 will be imposed to the person who involves youth groups/students/community people in personal matters like assault/fight with any other person.

The Action Committee headed by Tsering Sonam will try to inculcate work culture, healthy living with sound mind and sound health, promoting brotherhood, friendship, unity, cooperation and communal harmony among all the six tribes residing in the district. The Action Committee will also ensure that the misguided youths do not indulge in unlawful activities like extortion, dacoity, burglary and insurgent activities.

 

 

Lack of marketing facilities hits hard medicinal plant growers

ROING, Dec 06: Lack of proper marketing channel and poor road communication has hit hard the medicinal plant growers in Lower Dibang Valley district.

Speaking to officials from State Medicinal Plant Board (SMPB) and Divisional Forest Office (Wildlife), a group of farmers say they are now hesitant to cultivate medicinal plants.

“There are no buyers. First they (middlemen) ask us to get a truck load of herbs. Next they want more. Still they refuse to buy our herbs,” says Mupi Mendo, a farmer in Koronu village, who is now totally distressed with the idea of growing medicinal herbs.

While poor infrastructural support for market is one reason, heavy dependent on middlemen and improper benefits to farmers due to lack of awareness on real prices has also affected them badly.

Mendo has grown several medicinal plants like bel, kalmegh, tulsi and pipli in her herbal garden. But it is now left uncared and unattended.  

She also has some saplings tucked neatly near her house walls, which she says was supplied by an NGO a few days back. While different schemes and projects are launched to convince the farmers to grow medicinal plants, no improvements are to be seen towards streamlining the marketing channel.

A team of officials Kenjum Rina, Divisional Forest Officer (DFO), Tenzing Dema, project coordinator SMPB, Nasiya Mena, Agriculture Development Officer (ADO) along with few resource persons made these observation during their two day field trip on December 4-5 to meet the local medicinal plant growers in the district.

This visit is part of the GEF UNDP funded project ‘Mainstreaming Conservation and Sustainable use of Medicinal Plant Diversity in 3 Indian States’ to identify local stakeholders and their knowledge on biological resources used for medicine.

“The whole effort towards promotion of sustainable use of medicinal plant as livelihood opportunity will be a waste without first enabling markets for farmers,” said Tenzing. “In case of no buyers, these herbs cannot be eaten, or preserved. It has to be thrown away.”

The effort to conserve and grow medicinal plants in the district was actively encouraged since early 2000. But in the face of other viable cash crops, large scale production of medicinal herbs on commercial scale finds no scope.

Mena, a local expert on medicinal plants and who once actively propagated cultivation of herbal medicines in the district says, “I now encourage farmers to grow potatoes. This is best suggestion I can give to them.”

 

 

New dates and venue for AAPSU election announced

ITANAGAR, Nov 06: With the disputing parties opting to sit together in order to sort out a solution yesterday, the cloud of confusion arising out of the misunderstandings amongst AAPSU members has been cleared off.

While announcing the new dates and venue, AAPSU President Takam Tatung and Interim Committee, DSUs Chairman Tagru Tame yesterday in a joint press release declared that the misunderstandings arising out of the failed 24th Conference-cum-Election programme at Ziro in Lower Subansiri district has been resolved.

Both the parties accepted that the dates and venue of the 24th General Conference-cum-Election had been deferred due to loss of identity cards of delegates and difficulties in the registration process. Therefore, with the consult of all the contesting candidates and District Students’ Unions AAPSU has decided to conduct the 24th election of the state’s apex students’ body at Dera Natung Government College (DNGC), Itanagar from 21st to 24th of December, 2012.

While lamenting on the misunderstandings that had surfaced among the members of the students’ community, Tagru Tame said that he had gone to the General Conference-cum-Election as a well wisher and a senior student of the state in order to support the cause and encourage democratic spirit among the students. He thanked AAPSU President Takam Tatung for his foresight and averting a catastrophe by postponing the union’s election. “I appreciate Tatung’s decision of postponing the conference-cum-election. There was fear of clashes that might have resulted to bloodshed”, said Tagru, adding that he had to accept his appointment as chairman of the Interim Committee in order to save AAPSU.  

“We want one AAPSU and one AAPSU election. AAPSU must not be misjudged, miscalculated or misunderstood due to the disagreements arising out amongst its members”, said AAPSU President Takam Tatung while appreciating the matured move of the Interim Committee. The AAPSU President further informed that the election to be conducted at DNGC from December 21st to 24th would be observed strictly as per the constitution of AAPSU with active participation and help of the executive body of the union.

While citing law and order reasons, Tatung apologized for rescheduling of the dates and venues of the union’s election. He informed that AAPSU had to take into consideration about the examinations of the students in the state and celebrations of Christmas to come out with a date for the election. They requested the student community not to get confused and intimidated. Tagru and Tatung further appealed the capital complex administration and the police to provide additional forces in the capital complex during the union’s election at DNGC as a precautionary measure to avert any anti-social activity in the name of AAPSU. They also questioned the state government and the Lower Subansiri district administration for failing to arrest anyone even after seizing a huge cache of arms during the proposed General Conference-cum-Election at Ziro. “No one has been arrested or booked and not a single case has been registered despite seizure of weapons including fire arms”, they said.

Meanwhile, Tatung appealed to  all section of the people  to pray for early recovery of AAPSU federal assembly deputy speaker and one of candidates for the post of AAPSU GS Taley Dashi. Dashi  reportedly met with an accident at Narayanpur (Assam) on his way from Shillong to Doimukh to participate in a platform speech regarding election during November last. Dashi, who had received injuries in the road mishap, was referred to Delhi for treatment. However, he returned back to his home town Daporijo recently, Takung informed and prayed for his early recovery.

 

 

Importance of biological control of pest underlined

PASIGHAT, Dec 06: The 3 days state level training on “Biological control on Insect pest and disease of winter vegetable” for the agriculture and horticulture field officers concluded at GTC training centre here today.

The training programme sponsored by State Agricultural Management & Extension Traning Institute (SAMETI) and funded by Union Ministry of Agriculture was attended by 30 officials, including Agriculture Development Officer (ADO), Agriculture Field Assistants and horticulture development officers from East Siang, Changlang and Lohit districts.

The first day of the training included introduction on the important vegetable crops grown in the hilly state with bio-control based IDM of the seasonal vegetables. The second day programme marked Integrated Pest Management (IPM) in vegetable crops with special reference to bio-control based IPM in crusiferous and solanaceous vegetables. Another topic of the day was management of Nematode infestation in vegetable crops. There programme was concluded with a field visit.

Resource persons from Pasighat College of Horticulture and Forestry under Central Agriculture University including professor Dr S D Warade, Assistant professors- P Raja, RK Dubey, KM Singh and R Patidar attended in different session of the training and imparted technical through slide and video shows on various pest control measures. Protection of crops plants from various pathogens was another important topic of the concluding session. The experts also laid stress on maintenance of "Economic Threshold Level" during application of the pest control measures.

Briefing on the importance of rotational trainings, the director cum principal of SAMETI Ote Darin informed that the Government of India has given major emphasis on biological pest control measures in the wake of ecological imbalance. He said that the experts, taking the adverse affects chemical pesticides into accounts, have designed and improved the biological pest control, which is eco- friendly.

The in-charge of SAMETI Ajit Pao informed that SAMETI has already conducted 25 agricultural training this year and the concluding programme is scheduled to be conducted within last week of this month.

 

 

Stage ready for 7th National Shotokan Karate Do Championship

ITANAGAR, Dec 06: The 7th National Shotokan Karate Do Championship will be held at Naharlagun from December 13-15.

Member of Parliament Takam Sanjoy will inaugurate the Championship and the Shotokan Karate Training Hall on December 13. The training hall equipped with latest equipments with the sole aim to train and groom the karate players of the state and bring them at par with other world class karate players has been constructed under initiative of Arunachal Karate Do Association (AKA) president Likha Tara.

Former World Champion and International Chief Instructor of Nihon Shotokan Karate Federation (NSKF), Japan Shihan Pemba Tamang (8 Dan) will attend the championship to boost the morale of karate players of the state in particular the country in general. Tamang will also conduct a training camp with help of senior instructors of the state. Pemba will be arriving here from Japan on December 12.

Another International Instructor from Sri Lanka Nilantha Wickramagalle and All India Karate Federation (AIKF) General Secretary Bharat Sharma would also attend the championship.

The Kumite event of the championship will be held for both Men and Women in senior and junior categories in the age group of U-10, U-12, U-14, U-16. U-18 and Senior Open (above 18 years) while the Kata event would be held in U-12, U -16, Team (for both men and women) and Senior Open (above 16 years) categories.

A total of 84 medals, including 24 gold, 24 silver and 36 bronze will be up for grab in the entire championship, National Instructor cum Arunachal Karate Do Association (AKA) Technical Director S. Deben Sharma told.

Over 350 Shotokan style karate players from the country are expected to take part in the championship.

The preparation is almost completed, Tara said while informing that Arunachal has been shouldered to host the championship on the basis of the state’s performance in the last championship.

Arunachal bagged highest medals in the last championship held in Kolkata last year. According to him, the highest medal winning state in the previous championship is only allowed to host the championship in this style (Shotokan) of karate.

On being asked, AKA General Secretary and National Judge L. Marik said that “I am expecting Arunachal to win atleast 10 gold medals in the championship. He infor-med that the players of the state were given 75 days’ rigorous training to prepare them for the event.

 

 

Disaster sensitization programme at Longding

KHONSA, Dec 06: The Disaster Management Cell Khonsa under the aegis of Tirap Deputy Commissioner organised a disaster sensitization programme for the students and teacher-in-charge of Govt schools of Longding at the Conference Hall of Longding Circuit House yesterday.

A PowerPoint presentation on types of disaster, causes of earthquake and Dos and Don’ts during earthquake were presented by P Duggong. He advised the students to share the knowledge of disaster preparedness with their friends and family members.

V Mitte, Field Officer, Disaster Management, explained the types of fire and fire extinguishers, causes and preventive measures of fire accident. He also briefed the students about the causes of landslide and its precautionary measures.

Leaflets on Dos and Don’ts on fire accident, landslide and earthquake were distributed to the participants. Different types of posters on disaster preparedness and safety tips were given to the teacher-in-charge for the schools. A documentary film on disaster was also screened.

More than 100 students from Govt Higher secondary school, Govt Town Middle School and Govt Primary School of Longding participated in the disaster sensitization programme. DIPRO

 

 

2nd ANYA youth convention begins

Bandh is not solution to problems: Mossang

ITANAGAR, Dec 06: The 2nd Youth Convention of All Nyishi Youth Association (ANYA) with a theme ‘Built Youth built community’ began at Yazali today.  The Convention was declared opened by Geology and Mining Minister Kamlung Mossang amidst huge gathering including delegates from Nyishi inhabited 6 districts of state.

In his inaugural address Mossang advocated for bandh free state capital. “We may have petty differences in day to day life but bandh is not the solution to  the problems rather it is the beginning of the problems.” He said Nyishi being largest tribe of the state has more responsibilities towards building the  state and making it better place to live in for all tribes of Arunachal Pradesh. If Nyshis are developed Arunanchal will become developed state, he said.

He asked the youth to explore self-employment opportunities. All short cut methods of earning livelihood should be avoided, he said adding each of the youth should inculcate good moral character to become a future responsible leader in the society.  “Dignity of labour is need of the hour. Our youth of the state should take up different kind of trades instead of importing workers and traders from outside.”

Parliamentary Secretary for Tax & Excise, Lokam Tassar emphasized on promotion of traditional games and sports. He asked ANYA members to become good volunteers at the time of natural calamities and serve the society and state as good citizens.

Earlier Bamang Taji, President ANYA appealed all delegates to create awareness on evil effects of Pan Masala, Gutka and drugs etc. Taring Mama, former president ANYA asked the youths to avail this platform to learn traditional games, sports, arts and culture to become a productive citizen in the society. It was attended, among others,   by Chairman State Level Vigilance & Monitoring Committee of PDS etc Toko Anil, DC and SP Ziro.

 

 

DRDA governing body meet held

ZIRO, Dec 06: Lower Subansiri Zilla Parishad Chairperson Likha Tongum emphasized on cooperation and coordination among all the BDOs and the PRI members of each CD-Block for effective implementation of centrally sponsored schemes and speedy development in the district.

Attending the 45th Governing Body meeting of DRDA at Hapoli yeterday, Tongum exhorted all the HoDs, PRI members, Bank official to join hands together in making the district an ideal district. He also requested all the PRI members to educate themselves well with all the acts and provisions concerned with CSS like MG-NREGA, SGSY, IAY, IWMP etc, so that monitoring on their part can be more effective. Political differences should not be a reason for delayed developmental activities, he added. He also requested the DRDA draft AOP to be supplied in advance to enable detailed and effective discussion in ensuing meetings.

PD, DRDA Hage Lailang called upon all the scheme implementing bodies for proper documentation and submission of utilization certificates on time since CSS are performance based and demand drive. He also presented the financial achievements of DRDA for the year 2011-2012.

Nending Chatung, SDO also spoke on the occasion. He emphasized on physical achievements of various scheme.

APYC’s village outreach prog highlights social issues

ITANAGAR, Nov 06: Arunachal Pradesh Youth Congress (Department of outreach) along with Yangfo Welfare Society conducted a one day convention at Kung Gabing (Yangfo village) under Chayang Tajo constituency on December 5.

While addressing the gathering of Panchayat leaders, public, youths, and the students, APYC General Secretary cum in charge of Dept. of Outreach Honipa Sono Yangfo informed that the basic idea of village outreach programme is to take APYC beyond its political based agenda by highlighting the real problems faced by the rural people. And this is to be done by eradicating the prevailing social issues like child marriage, caste and tribe based discrimination meted out to Puroik tribe. Stressing the need for healthy and hygienic life style Yangfo advised the villagers to drink boiled water to get rid from various water borne diseases and at same time to avail the free medicine facility provided under the NRHM scheme as well as free nutritious meal supplied as a balanced diet by the Anganwadi workers. He also insisted the village elders to send their children to nearby school informing that the government provides free education to all up to class VIII under RTE Act. And To tackle the unemployment issue, he urged the village youths to avail the benefit of various centrally sponsored programs like MNREGA and bank loans under agriculture sector for self reliance.

ZPM Meku Yangfo ZPM stressed on women empowerment and said that it was due to women’s reservation bill that she got the opportunity to get into active politics.

Present on the occasion were former MLA Tame Yangfo, formers AAPSU leaders Chaku Yangfo and Lumi Yangfo, among others.

A volleyball match was held between students and public leaders followed by cultural program in the evening.

In search of missing people

Nepal and Sri Lanka share few similarities in their post-conflict experiences. The former has a peace deal, a government ministry overseeing post-war reconstruction, a national programme to trace missing persons and an NGO to advocate for their families - none of which exist in Sri Lanka. But the two do have something essential in common: grieving relatives of the missing who are now searching for answers.

There are thousands still unaccounted for in both these South Asian countries. In Nepal, the tracing unit of the Nepal Red Cross, which helps reunite family members by tracking down the missing, is trying to locate 1,401 missing persons.

Sri Lankan government data from 2011 estimated 2,635 people in the country’s former conflict zone, Northern Province, are “untraceable” (missing). Other estimates are much higher.

The UN Office of the High Commissioner for Human Rights has recorded 5,671 reported cases of wartime-related disappearance, not counting people who went missing in Sri Lanka in the final stages of fighting from 2008 to 2009. At the end of 2011, the International Committee of the Red Cross (ICRC) Sri Lanka had compiled a database of 15,780 cases of missing persons, some of which dated back to 1990.

An open letter to CS

Dear Editor,

Through your esteemed daily, I would like to write an open letter to the state Chief Secretary regarding non-availability of required stamp papers in state treasuries.

It is unfortunate to observe that when the district administration (stamps and resignation department) is asking its citizens for proper use of  denominational stamp papers, the required stamps are  not found in state treasuries.

Stamp papers, particularly of Rs 10, 20, 50 and 100 are most required by the common people for various purpose under Indian Stamp Act. Unfortunately, such stamps are not available in most state treasuries including Itanagar.

Earlier,   through this daily, the ECDS Kimin chairman raised the issue and asked the state Govt  to find out remedial measures, but  yielded no results.

It is seen that the only state treasuries are authorized to sell the non-judicial stamps in Arunachal Pradesh.  During Govt holidays,  the common people have to wait for days together to obtain required stamps as there are no stamp vendors appointed in the state.

It is evident that  our resource crunch state has been losing huge revenues from stamps sale vis-à-vis document registration everyday. Therefore, I would like to request the Chief Secretary to take personal interest into the matter and give necessary direction to authorities to bring succor to common people of the state and check revenue loss.

Culprits deserve exemplary punishment

Dear Editor,

First of all,  I, on behalf of the  Tarh Welfare Society (TWS), would like to express our deep sense of gratitude to Nyishi Elite Society(NES), All Nyishi Students Union (ANSU), All Yachuli Students Union (AYSU), Women Welfare Association Yazali (WWAY), Ziro–II Anti Corruption Youth Forum (ZACYF), All Dodo Welfare Society (ADWS), Abu Camdir Youth Association (ACYA) and Dodo ASM Toko Tana and well-wishers who had  extended support and launched democratic movement  for justice to Late Rallo Rine (Tarh) and for arrest of murderers.

The help and cooperation extended by Lower Subansiri district Deputy Commissioner Taru Talo, SP P N Khrimey will never be forgotten.  TWS also extends special gratitude to Tapun Messar, SI officer in-charge of Yazali police station and his team.

Further,  the TWS strongly appeal to the higher authority not to grant bail to the accused and award them exemplary punishment (capital punishment) so that our beloved sister’s soul may rest in peace as well as  criminal minded persons think twice before committing such heinous crimes.

Finally, we appeal the people of Arunachal Pradesh to verify the credentials properly while hiring or engaging labourers in different works to avoid such incident near future.
